Woman in Dallas

I have a male neighbor who is insanely infatuated. He tried to get me to have a relationship with me, but was rejected. He sent me vulgar texts and cut my ac fan line. He is an ac installer/repairer and knows everything about how to fix or destroy a house. He is super intelligent, but evil. I took out a restraining order when I made police reports on his actions. It has not worked. A few days ago when I went on a short vacation to visit family, he tampered with my ac again and did something to the toilet line going into the house. I wonder if he dropped something in there? Someone knowledgeable please help. I already have security motion lights, but he comes in the wee hours when everyone is asleep. Everyone around me has dogs and they bark at everything, so no one is alarmed when barking is heard (could be a raccoon, a loose dog, etc.) No one wakes up to check. What can I do? i can't prove it is him. I have already talked to police, and they have talked to him, but he denies everything and I have no physical proof or witness.
